What Basic hospital cover includes
Basic is the government's entry tier. It must cover three clinical categories, and it covers all three in restricted form only — meaning you're covered as a private patient in a public hospital, not in a private one. That's the honest shape of the product.

- Rehabilitation — restricted cover — Physical recovery after illness, injury or surgery.
- Hospital psychiatric services — restricted cover — Admitted treatment for mental health conditions.
- Palliative care — restricted cover — Care that manages symptoms rather than curing them.
What Basic doesn't cover
Everything else. Bronze adds 18 unrestricted categories, and those are the ones that cover the things people actually get admitted for — hernias, tonsils, joint reconstructions, endoscopies, skin cancers and cancer treatment. On Basic, none of them are covered.

Who chooses Basic

If you earn over the Medicare Levy Surcharge threshold, the surcharge often costs more than the cheapest Basic policy — so you pay less and get something rather than nothing. Buying before 1 July after your 31st birthday also avoids the 2%-a-year LHC loading.
Anyone who wants a floor, not a ceiling
Some people simply want a policy in place with the intention of upgrading later. That works — waiting periods you've already served carry across when you move up, and you only re-serve them on the newly added categories.
What it typically costs
Basic is the cheapest hospital tier in every fund's range, but the gap between the cheapest and most expensive Basic policy is still large — excess, state and rebate tier all move the number.
